The "tech level" of this setting is be modern, but pre-smartphones & social media. Web, email, messageboards/ forums, digital communities like AOL & CompuServe but they fork off where there's no Facebook, no Instagram, no Twitter.

Maybe even pre-Web 2.0. Robust document revision, collaboration, cloud services, cloud storage yes.

Late 90s, up to 2000. Cell phones before smartphones.

No Covid, no social media, no 9/11.
